Construction Supervision & Contract Administration

When you are the owner, CN is your engineer on site. We check that the contractor builds what was designed, with the materials specified, at the quality and pace agreed — and we tell you in writing, every week.

This is the service CN is best known for in Timor-Leste. We have supervised the complete Naroman Esperansa campus in Gleno (kindergarten, teachers' training centre, residences, pavilion and external works), the national archive of Centro Nacional Chega, the Jesuit residence in Railaco, the Santa Cruz memorial garden, and kindergartens in Kupang and Ende, Indonesia.

We work to the owner's contract — FIDIC, national public-procurement forms or bespoke — and certify only what has actually been built.

Scope of work

• Review of drawings, specifications, BoQ and baseline programme
• Approval of method statements, quality and safety plans
• Daily site supervision and inspection records
• Material inspection and testing verification
• Measurement, variation orders and payment certification (autos de medição)
• Weekly and monthly progress reports with photographs
• Final inspection, punch list, as-built review and defects liability follow-up
